Why the New MSHA Rule Matters
On April 18, 2024, the Mine Safety and Health Administration (MSHA) finalized its rule to lower miners’ exposure to respirable crystalline silica. This airborne hazard, made up of fine dust particles generated during mining activities, can pose serious health risks if not controlled.
The rule sets:
- A permissible exposure limit (PEL) of 50 µg/m³ for all mines.
- An action level of 25 µg/m³ that triggers monitoring and control measures.

It took effect on June 17, 2024. Compliance deadlines are April 14, 2025 for coal mines and April 8, 2026 for metal and nonmetal mines. Meeting these limits will require proactive monitoring and effective dust control strategies.
